INSTRUCTION TO BIDDERS
SUBMISSION OF OFFERS
Tenders shall be enclosed in an envelope furnished by the Rural Municipality of Kelsey, which shall be sealed, and addressed to:

Offers will be received up to 4:00 p.m. local time on Thursday, April 10th, 2025, envelopes shall be plainly marked on the outside as follows:
TENDER FOR: Loading, Hauling, Depositing
Traffic Gravel in the vicinity of
Rural Municipality of Kelsey and Wanless
CONSIDERATION OF OFFERS
The comparison of bids will be based on the correct extension and summation of all items in the offer at prices bid. In the event of a discrepancy between the unit bid price and extension, the unit bid price will govern.
REJECTION OF OFFERS
The R.M. may reject offers, waive defects, or accept any offer which it may consider in the best interest of the R.M.
QUALIFICATION OF BIDDER
The R.M. requires bidders to submit the following information:
- All information requested is complete.
- The signature must be witnessed. The corporate seal is acceptable.
- Workers Compensation number is listed.
- Unit cost is clearly defined.
- Copy of Insurance Policy which shall be a minimum of $2,000,000.00.
- Workplace Health & Safety system certificates (First Aid, CPR, WHMIS, & TDG) for contractor and employees are enclosed.
Failure to provide this information will cause the offer to be rejected.
Return the complete Construction Order in the attached envelope (Sealed) prior to the time and date shown on the Construction Order. Any other type of submission, other than the Construction Order, will not be accepted.

AWARD OF CONSTRUCTION ORDER
- The Council will endeavor to award the Contract or reject all offers within five (5) working days of the date on which they were opened. The successful bidder shall be notified by letter, that his bid has been accepted and that he has been awarded the contract.
- A bidder may, after the expiration of five (5) days from the opening of offers, request in writing or by facsimile the withdrawal of his offer. The Council will consider such withdrawal of an offer effective on the receipt of the request. In the event that a bidder does not request the withdrawal of their offer, upon acceptance, they will be under the same obligation to enter into a contract as they were prior to the expiration of five (5) working days. Bidders will automatically be relieved of any obligation to tender into a Contract with the R.M. of Kelsey if no award is made within twenty (20) days of the date on which the offers were opened.
SIGNING OF CONSTRUCTION ORDER
The original offer form on which the Contractor has placed his signature, duly witnessed or sealed, when approved by the R.M. will be the Contract.
